The Uganda Civil Aviation Authority (UCAA) in partnership with the Civil Air Navigation Services Organisation (CANSO) has hosted the ICAO–CANSO System-Wide Information Management (SWIM) and Flight & Flow Information for a Collaborative Environment (FF-ICE) Workshop, taking place from 2nd–4th December 2025 at Protea Hotel Entebbe.
In her opening remarks, the UCAA’s Deputy Director General, Olive Birungi Lumonya, emphasised Uganda’s continued progress in digital aeronautical information exchange, MET data modernisation, and the implementation of electronic Terrain and Obstacle Data (eTOD) as part of the country’s commitment to transforming Air Navigation Services (ANS).

“But as we all know, SWIM and FF-ICE are not isolated initiatives—they are regional and global endeavours. Their success depends on collaboration, harmonisation, and shared learning. That is why a forum like this workshop is so important since it brings together experts in AIM, ATM, MET, CNS, and the Regulators to exchange knowledge and accelerate the collective progress of African States,” she noted.
Lumonya, therefore, encouraged participants to take full advantage of the sessions ahead to challenge ideas, explore practical solutions, and build partnerships that will strengthen the continent’s readiness for the future of air navigation.
Kezia Ogutu, who represented the ICAO Regional Director for the ESAF region, underscored the critical value of collaboration in advancing aviation systems, saying, “The importance of partnership cannot be overstated.”
“There is a strong need for capacity building to prepare States for what is expected of them. This calls for working together, strengthening collaboration, and putting in place the proper structures,” she added.
The 3-day workshop brought together representatives from 15 States, including Angola, Burundi, Cape Verde, Cameroon, Congo, Ghana, Kenya, Namibia, Rwanda, Senegal, South Africa, Togo, Tanzania, the United States of America, and Zambia.

Participants will explore how SWIM and FF-ICE can enhance information sharing, improve interoperability, and support the transition toward trajectory-based operations across the continent.
The UCAA’s Deputy Director General extended appreciation to ICAO and CANSO for their continued partnership and to all delegates for joining UCAA in Entebbe as they advance the future of air navigation in Africa.
The workshop is one of the technical activities through which Uganda is joining the global aviation community in celebrating the Aviation Week. UCAA is also preparing a Stakeholders’ Engagement Breakfast on 16th December 2025, and other series of sporting activities, including golf, basketball, chess and Netball competitions involving stakeholders and the community.
