Mayor Kalema drops standing as surety for Muhammad Kamoga

The Katabi town council chairperson, Ronald Kalema, respectfully declined to stand as surety for Muhammad Kamoga, who is currently facing charges before the Court. This decision has been compelled to do so due to his consistent absence from court hearings.

In a letter addressed to the Chief Magistrate Entebbe Magistrate Court, Kalema explained that being a surety comes with significant responsibilities including ensuring the accused person’s attendance in Court but unfortunately Kamoga Muhammad’s track record shows a worrying trend of absenteeism
which he fear that would be unable to rectify.


The Katabi town council boss furthermore noted that he is currently engaged in tense campaign activities which will occupy a significant amount of his time and energy, given these commitments concerned that he over see Kamoga Muhammad’s attendance in court as required of a surety.

In light of these circumstances, he respectfully requested that the Chief Magistrate consider his decision to decline standing as surety for Kamoga Muhammad.

Kalema also paid the bail charge of shs. 10m (ten million shillings) to the treasury through dfcu bank in respect of EAT/00/CR/CO/0836/2023 as for PRN 2260005194470 on Monday, 13th November 2025.

A surety can be discharged under Ugandan contract law through various methods, such as a variance in the contract that alters the surety’s liability without their consent, or by the creditor releasing the principal debtor. Other ways include discharge by an act or omission of the creditor, or the frustration of the contract itself.
